The EVP-TWG convened for the second time to review issues affecting Filipino J-1 teachers in the United States. The group reaffirmed that the Exchange Visitor Program is a cultural and educational exchange initiative meant for participants to return to the Philippines, not a migration pathway.
The DFA discussed reports from Foreign Service Posts of continued concerns on high fees, cases of exploitation, limited oversight by some U.S. sponsors, and rising H-1B costs that push school districts to rely more heavily on J-1 recruitment. Posts also noted reintegration challenges, as J-1 teachers are not classified as OFWs and therefore lack access to key welfare and reintegration programs.
